Abstract
he family, as the fundamental unit of society and the primary environment for socialization, plays a critical role in shaping individual and social identity. Within the intellectual framework of the Islamic Revolution, the family is regarded as the cornerstone of a healthy and prosperous society. However, in the contemporary era, the unprecedented reach of digital media has profoundly transformed behavioral patterns and value systems. Consequently, the relationship between family institutions and the media system has emerged as a central concern for governance. This study investigates the position of the family within the media governance framework of the Islamic Republic of Iran and assesses the alignment of institutional policies with family-centered objectives.
Utilizing thematic analysis, this research examines key upstream policy documents, including the charters and mandates of primary media and cyberspace institutions—such as the Islamic Republic of Iran Broadcasting (IRIB), the Supreme Council of Cyberspace, the Ministry of Communications, and SATRA—alongside the 2016 General Family Policies promulgated by the Supreme Leader. The analytical process involved deconstruction, description, and synthesis, resulting in the extraction of basic, organizing, and overarching themes.
The findings indicate that macro-level policies assign six essential functions to media institutions regarding the family: (1) protection against media-related threats; (2) promotion of media literacy; (3) strengthening Iranian-Islamic identity; (4) moral refinement; (5) provision of healthy entertainment; and (6) enhancement of social cohesion.
However, the study identifies a significant gap between macro-level strategic goals and meso-level implementation. While strategic policies emphasize family-centered values, content production platforms—particularly VOD streaming services—frequently disseminate representations that contradict these objectives. Common narratives in popular domestic series often normalize divorce, promote individualistic lifestyles, and portray the traditional family unit negatively. This misalignment stems from fragmented institutional performance, the absence of unified policy leadership, and weak supervisory mechanisms.
Furthermore, the implementation of the General Family Policies remains incomplete. Key principles—such as prioritizing family-centered legislation, promoting marriage, and supporting traditional gender roles—have been neglected due to a lack of executive guidelines and an inability to develop culturally engaging content for younger generations.
The study concludes that a two-tiered strategy is essential for effective family-centered media governance. At the macro level, policymakers must formulate a coherent, realistic, and sustainable governance model. At the micro level, it is imperative to empower a network of media producers capable of articulating family values using contemporary, compelling formats. Without systemic integration between these levels, the discrepancy between policy rhetoric and practical outcomes will persist, leaving the family unit increasingly vulnerable to the inconsistencies of the current media governance system.
